You're considered a Rookie if you're a novice driver and have held your driver's license for less than 12 months.
☝️12 Months after you've received your driver's license you're no longer considered a Rookie. At that point the Rookie Fee is no longer applicable and the deductible for self inflicted accidents is reduced.
Re-issued driving licence:
Should the driving licence be re-issued after a disqualification from driving, the owner will be categorized as Rookie. This categorization is based on the date of issue of the new licence.
